Malta Passport Access in 2026

The Maltese passport provides access to 215 of the world’s 227 destinations. That’s 94.7% of all worldwide destinations. This represents access to 99.4% of global GDP and 99.6% of the world’s most visited travel destinations, based on international visitor arrivals.

A Maltese passport reaches a high percentage of the world. This access breaks down into four main categories.

• 157 destinations fully visa-free
• 25 with visa on arrival
• 5 with a simple electronic travel authorization (eTA)
• 28 with an eVisa – straightforward online access that most passport indices ignore.

That leaves just 12 destinations in the world that require a traditional visa application – the slow route of sending your passport away, booking appointments, or queuing at an embassy or visa center.

But counting destinations doesn’t give the full picture.

Why Visa-Free Counts Don’t Tell the Whole Story

For years, passport rankings have focused almost entirely on one metric: the number of destinations accessible without a visa.

At La Vida, we believe this only tells part of the story. Visa-free access to a small, underdeveloped island doesn’t offer the same practical value as access to major economies, financial centers and the world’s busiest travel destinations.

Most passport indices treat every destination equally. Whether it’s access to France or a tiny Pacific island, each counts as one point. In reality, the destinations a passport unlocks vary enormously in terms of business opportunities, travel demand and economic importance.

That’s why we developed the La Vida Passport Value Index. Our passport comparison tool is built for one purpose: helping people decide whether a second citizenship is worth the investment, and which program delivers the most value for their situation. Rather than simply counting destinations, our methodology weights each one according to:

• Its share of global GDP (World Bank)
• Its share of international visitor arrivals (UN World Tourism Organisation)

On that basis, a Maltese passport provides access to:

Malta is unusual among our programs in offering two genuinely different paths to the same passport, rather than one program with a slower or faster track. Since July 2025, Maltese citizenship has been available through a merit-based route with no fixed financial threshold at all – a deliberate move away from transactional citizenship investment, and one that positions Malta ahead of the EU’s tightening stance on RCBI programs.

For most investors, though, Malta’s appeal is the MPRP: a stable, well-established EU Schengen residency with a pathway toward citizenship over time, through the naturalisation law. Which of the two routes suits an investor depends less on budget than on whether they have a genuine case for the merit route – most will find the residency path the realistic option, with the merit route reserved for exceptional individual circumstances.

Malta Citizenship by Merit & Permanent Residency Program

Malta offers two distinct routes to residency and citizenship, suited to very different investors.

Malta Citizenship by Merit

Malta’s Citizenship by Merit program grants citizenship and a Maltese passport to individuals whose exceptional contributions – in areas such as science, innovation, culture, entrepreneurship, philanthropy or social impact – are judged to be of “exceptional interest” to Malta. This is a highly selective route: there is no fixed financial threshold, and each application is assessed case-by-case by an independent evaluation board on the strength of the applicant’s proposed contribution.

Malta Permanent Residency Program (MPRP)

Alternatively, Malta’s Permanent Residency Program (MPRP) offers a low-cost permanent residency option for families seeking EU residency, with no minimum stay requirement and the ability to include a wide range of dependents, including parents and grandparents.
