Malta’s Permanent Residency Programme has always offered two investment routes — either leasing a qualifying property for a minimum of five years or purchasing one outright. Real Estate: Investors need to fulfil one of the following real estate options:

1. Property Purchase – Buy a residential property valued at a minimum of €375,000; or
2. Property Lease – Rent a property for at least €14,000 per annum for five years.

In addition to the real estate component, investors also need to pay the following fees:

  • Donation: €2,000 to a Maltese-registered non-governmental organisation.
  • Contribution to the Maltese Economy: €37,000 for main applicant, spouse, and children.
  • Non-Refundable Admin Fee: €60,000 for the main applicant, spouse and children.
  • Additional Dependents: A reduced fee of €7,500 for each additional adult dependents (children aged 18–29, parents, or grandparents). This fee was previously €10,000.

  • Immediate Leasing for Buyers – Qualifying property purchases can now generate rental income from the date of acquisition.
  • Rental Route Flexibility – If you go for the rental option, you now have the option to sublet after five years, subject to local regulations.
