Five countries in the region run these programs: Antigua and Barbuda, Dominica, Grenada, St Kitts and Nevis, and St Lucia. Investment starts at $200,000 through a government fund donation, with approved real estate routes available in every country.
Since the regional minimum was harmonised in 2024, the five programs sit within a $50,000 cost difference of each other, so the decision now turns on family structure, passport reach and processing speed rather than headline price.

Citizenship can be obtained by descent, naturalisation or marriage, but the fastest route to a CARICOM passport is through one of the five citizenship by investment programs.
Applicants either make a non-refundable donation to a government fund or purchase approved real estate, and citizenship is granted in three to six months in most cases.

The five Caribbean programs have changed considerably in recent years, and the pace has not slowed in 2026.
In 2024 all five signed a Memorandum of Agreement setting a regional minimum investment of $200,000, ending the price competition that had pushed thresholds below that level. Mandatory applicant interviews, shared due diligence intelligence and stronger source of funds checks followed.
The bigger structural change is now in place. The Eastern Caribbean Citizenship by Investment Regulatory Authority, agreed by all five governments in September 2025, is headquartered in Grenada and is expected to be operational from September 2026.
ECCIRA does not replace the national Citizenship by Investment Units that process applications. It sits above them, setting binding standards those units have to meet and auditing whether they do.
Vetting across the region is supported by the CARICOM IMPACS Joint Regional Communications Centre, and biometric enrolment now applies to new applicants at interview and to existing citizens when they renew a passport. St Kitts and Nevis brought biometric enrolment into its passport process in April 2026.
The individual countries have legislated to match.
Antigua and Barbuda passed its Citizenship by Investment (Amendment) Bill in July 2026, bringing in mandatory independent audits of the program unit, six-monthly reporting to ECCIRA and a longer physical presence requirement for new citizens.
For investors this matters. A regulated program is a durable program, and the countries that have raised their standards are the ones best placed to protect their visa-free arrangements.
The five Caribbean programs remain the fastest route to a second citizenship anywhere in the world, and the 2026 reforms have made them more secure rather than less.
Every one of the five Caribbean passports gives visa-free access to the 29-country Schengen Area. Four of the five also carry visa-free access to the United Kingdom.
Beyond Europe the picture varies by country, which is why passport reach is one of the first things our advisers work through with clients.
Dominica holds visa-free access to China. Grenada is the only Caribbean country with a US E-2 treaty, which allows citizens to apply for a US business visa, though the United States now requires a period of residence before a citizen can use it.
The five Caribbean programs remain the fastest route to a second citizenship anywhere in the world, and the reforms have made them more secure rather than less.
