South Korea is one of Asia’s largest and most technologically advanced economies. Its strong infrastructure, high-quality healthcare and education, and leading position in sectors such as semiconductors, electronics and automotive manufacturing make it an attractive base for international investors and entrepreneurs seeking opportunities in East Asia.
South Korea’s Immigrant Investor Program for Public Business allows qualifying foreign investors to obtain F-2 residence through investment in a government-managed public fund or an approved regional development project. The standard minimum investment is KRW 1.5 billion, approximately US$1.1 million. Investors who maintain the qualifying investment for five years may become eligible for F-5 permanent residence, subject to the applicable requirements. Investors seeking a lower-cost investor visa may consider UAE’s golden visa, starting from US$50,000.
Entrepreneurs establishing or investing in a South Korean company may qualify for the D-8 Business Investment Visa. The standard route requires an investment of at least KRW 100 million (approximately US$72,000) and generally a minimum 10% ownership interest. Applicants must actively participate in the company’s management, so this is not a passive investment route.
South Korea does not offer a Citizenship by Investment Program. Citizenship cannot be obtained directly through a qualifying investment and is only available through the country’s established naturalisation routes. Investors seeking a direct citizenship option in the wider Asia-Pacific region may instead consider the Nauru Citizenship by Investment Program, which does not require long-term residency.
The South Korean passport ranks 4th out of 199 passports in the La Vida Passport Value Index. It provides access to 214 of the world’s 227 destinations through visa-free entry, visa on arrival, eTA or eVisa arrangements. This access covers 99.5% of global GDP and 99.2% of the worldwide visitor market. Unlike conventional passport rankings based solely on destination numbers, the Index also measures the economic and travel value of the destinations reached.
