Singapore’s Global Investor Program (GIP) offers a pathway to Singapore permanent residence through substantial investment. A Singapore passport provides access to 216 of the world’s 227 destinations. That’s 95.2% of all worldwide destinations. This represents access to 99.5% of global GDP and 99.7% of the world’s most visited travel destinations, based on international visitor arrivals.
Singapore passport holders can access a high percentage of the world. This access breaks down into four main categories.
That leaves just 11 destinations in the world that require a traditional visa application – the slow route of sending your passport away, booking appointments, or queuing at an embassy or visa center.
But counting destinations doesn’t give the full picture.
For years, passport rankings have focused almost entirely on one metric: the number of destinations accessible without a visa.

A Singapore passport is consistently ranked among the world’s most powerful, combining near-total global access – 99.5% of world GDP and 99.7% of international travel – with Singapore’s position as Asia’s leading financial and business hub. For investors, it offers a genuinely rare mix: deep access across both Asian and Western markets, from a jurisdiction with no capital gains tax and a reputation for stability and rule of law.
The Global Investor Program grants Singapore permanent residence – it is not a citizenship by investment route, and there is no guaranteed path from there to a passport. Citizenship remains entirely at the Singapore government’s discretion, and Singapore does not permit dual citizenship: anyone who does eventually naturalize must renounce their other citizenships. For an investor whose goal is to add a second passport rather than replace their existing one, that trade-off is worth weighing before this route is compared against direct citizenship options elsewhere on this site.

What would a Singapore passport add to yours?

Compare your passports →Singapore’s Global Investor Program (GIP), administered by the Economic Development Board (EDB), grants Singapore permanent residence directly to qualifying investors – the only Singapore investment route to do so without first requiring a work pass. Three investment tracks are available: a minimum of SGD 10 million into a new or existing Singapore business, expected to create local jobs; a minimum of SGD 25 million into an approved GIP-Select Fund; or establishing a single-family office in Singapore with at least SGD 200 million in assets under management. The GIP is designed for established entrepreneurs and investors with a demonstrable business track record, rather than passive investors. The GIP does not grant citizenship: successful applicants receive Singapore Permanent Resident (PR) status, and Permanent Residents become eligible to apply for citizenship after holding PR for at least two years.
Citizenship, however, is granted entirely at the discretion of the Singapore government, with no guaranteed route or automatic entitlement to naturalization – applicants are assessed on factors including their economic contribution, integration into Singaporean society, and long-term commitment to the country – and successful applicants must renounce any other citizenships, as Singapore does not permit dual nationality.
