That leaves just 14 destinations in the world that require a traditional visa application – the slow route of sending your passport away, booking appointments, or queuing at an embassy or visa center.

But counting destinations doesn’t give the full picture.

Why Visa-Free Counts Don’t Tell the Whole Story

For years, passport rankings have focused almost entirely on one metric: the number of destinations accessible without a visa.

At La Vida, we believe this only tells part of the story. Visa-free access to an island nation doesn’t offer the same practical value as access to major economies, financial centers and the world’s busiest travel destinations.

Most passport indices treat every destination equally. Whether it’s access to France or a tiny Pacific island, each counts as one point. In reality, the destinations a passport unlocks vary enormously in terms of business opportunities, travel demand and economic importance.

La Vida Measures Passport Value Differently

That’s why we developed the La Vida Passport Value Index. Our passport comparison tool is built for one purpose: helping people decide whether a second citizenship is worth the investment, and which program delivers the most value for their situation. Rather than simply counting destinations, our methodology weights each one according to:

  • Its share of global GDP (World Bank)
  • Its share of international visitor arrivals (UN World Tourism Organisation)

On that basis, an Irish passport provides access to:

An Irish passport is one of the strongest in the La Vida Index, reaching 99.4% of global GDP and 99.5% of international travel – figures matched by only a handful of EU passports. Beyond the raw numbers, Ireland’s position as an English-speaking EU member state, combined with its Common Travel Area agreement with the UK, gives holders a rare combination: full EU freedom of movement alongside the right to live and work in the UK, without the language transition many EU pathways involve.

Ireland’s Investment Route Is Currently Closed

Ireland’s Immigrant Investor Program closed to new applications on 15 February 2023 and there is no direct Citizenship by Investment program, or currently active residency by investment route, into Ireland. Investors who successfully obtained Irish residency before the program closed may still have a pathway to Irish citizenship. Subject to meeting Ireland’s naturalisation requirements, including the required period of reckonable residence, they may be eligible to apply for Irish citizenship and an Irish passport.

Investors seeking an active EU residency or route to citizenship today may wish to consider Portugal, Greece, Malta or Italy, each of which La Vida can advise on directly.

Ireland Immigrant Investor Program: Closed to New Applicants

Ireland’s Immigrant Investor Program (IIP) closed to new applications on 15 February 2023 and has not reopened. Ireland does not have a direct Citizenship by Investment program and, with the IIP closed, there is currently no residency by investment route into Ireland either. For investors who successfully obtained Irish residency through the IIP before its closure, the pathway to citizenship remains available: following five years of full-time residency in Ireland, it is possible to apply for Irish citizenship and an Irish EU passport, in line with Ireland’s citizenship laws. Once granted, Irish citizenship carries the right to reside, work or study in any other EU member state with no additional visa required, and – through Ireland’s Common Travel Area agreement with the UK – the right to move freely throughout the UK.
