Guam is a US overseas territory and not a country in its own right. Hence there is no direct Guam citizenship by investment programme. However, some overseas territories such as Cayman Islands and Anguilla encourage investment from entrepreneurs and businesses and may offer residency often in a favourable tax jurisdiction.
Investors interested in establishing residency on the island do not have the option to pursue it through an investment-driven pathway. Guam’s procedures for obtaining residency typically adhere to conventional methods, such as naturalization, with specific eligibility criteria delineated in the territory’s immigration laws.
As a territory of the United States, Guam does not issue its own separate passports. Instead, residents of Guam hold U.S. passports, reflecting their status as U.S. citizens or nationals. Therefore, Guam itself does not have a distinct passport ranking or strength as it is encompassed within the broader U.S. passport rankings. Obtaining US residency and potentially citizenship and a passport is possible through the EB5 green card programme. The US Passport is strong, ranking at 36th position on La Vida’s Global Passport Ranking with visa-free access to 198 destinations worldwide. This equates to 79.3% of the world’s total wealth, measured by GDP, and represents 91.4% of global travel popularity.
