Currently there is no formal citizenship by investment programme offered by Fiji. Such programmes allow individuals to obtain citizenship or residency rights in select countries through substantial investment. This investment most often is in real estate, national development funds, or local businesses. Vanuatu’s Citizenship by Investment programme would be a great alternative for investors looking to secure citizenship in this region.
Under the ambits of Section 39 of the Immigration Regulation, 2007, Fiji offers a 7-year investor permit to individuals that have invested a minimum of F$250,000 respectively into the local economy. Under Section 9(2)(c) of the Immigration Act, 2003, they also offer a 3-year investor permit for individuals investing minimum of F$50,000 in approved projects. This may potentially serve as a route to citizenship; however, individuals must fulfil the requirement of residing in the country for at least five years within the last 10 years to become eligible. More favourable and cleary defined residency by investment programmes do exist elsewhere for investors.
If Fiji were to introduce a citizenship by investment programme, it is unlikely to be an appealing option based on the passport it brings. Fiji’s passport currently ranks 100th on La Vida’s comprehensive Global Passport Ranking. The Fijian passport provides visa-free access to only 104 countries, representing 33.8% of worldwide travel and 35.9% of global wealth (measured by GDP). This places it significantly lower than established and prominent golden visa programmes. For instance, Fiji’s neighbouring country, Vanuatu, holds the 86th position on La Vida’s comprehensive Global Passport Ranking.
