Andorra’s Residence Without Lucrative Activity Programme is a passive residency route for financially independent individuals seeking a secure European base with favourable taxation. The country is not in the European Union but is closely connected to the Schengen travel area and uses the Euro as its currency.

Andorra Residence Without Lucrative Activity Pathways

Applicants can qualify through either:

  • €400,000 invested directly or indirectly in the Andorran Housing Fund
  • €1 million invested in qualifying Andorran assets

The €1 million route includes property, shares in Andorran companies, government bonds, Andorran investment funds, financial instruments, life insurance products and non-interest-bearing deposits. Where property is selected, more than €800,000 must be invested in each property acquired.

European Golden Visa Alternatives

Investors seeking EU residency may prefer the Portugal Golden Visa or Italy Golden Visa. The Portugal Golden Visa requires a qualifying investment from €500,000 and offers a potential route to citizenship for applicants who meet the separate naturalisation requirements. The Italy Golden Visa offers EU residency through qualifying investments starting from €250,000.

Andorra Citizenship by Investment

Andorra does not offer direct citizenship by investment. Under the general naturalisation route, applicants must normally complete 20 years of permanent residence. The five years immediately before applying must be spent in Andorra. Andorra does not permit dual citizenship so applicants must generally relinquish their previous nationality. Investors seeking direct citizenship through investment may instead consider the Turkey Citizenship by Investment program. Turkish citizenship is available through a qualifying property investment of at least US$400,000, without requiring 20 years of residence.
