Andorra’s Residence Without Lucrative Activity Programme is a passive residency route for financially independent individuals seeking a secure European base with favourable taxation. The country is not in the European Union but is closely connected to the Schengen travel area and uses the Euro as its currency.
Recent reforms reshaped the programme, introducing a €400,000 Housing Fund investment option alongside higher investment routes of up to €1 million in approved Andorran assets. Applicants must demonstrate sufficient foreign income, pay a non-refundable state fee, and complete their investment after approval. Residency is initially granted for two years and renewed progressively, offering a long-term solution for those prioritising lifestyle, stability, and tax efficiency.
Andorra does not offer a direct citizenship by investment programme. Citizenship is only available after a long period of residence and integration, typically requiring at least 10 years of permanent residency and the renunciation of prior citizenship.
